That's not a rumour, Capcom confirmed it already, it's just nobody knows what the fcuk it actually is, same for this announcement, unless they are the same thing, but I kinda doubt it.

How can you not like Fulgore? It's the Predator with a ponytail and dual-wield wristblades! Tbh, if anyone could make those characters more charming or interesting, and at the same time feature them in a great beat'em up, it's Capcom.
