We used to play that rule in general when I was about five or six.

A 5-shot penalty shootout before the match... another at half time... another at full time... one after the first ET period, then another one at the very end. That's 25 shots per team, spread throughout the game! That way you get the benefits of the idea of doing it before the match, but a team that wins the first shootout can no longer just aim for a draw at the end of 120 minutes, because the situation could change based on the later shootouts!

Penalties as they are now... but the first pair must be keeper vs keeper!

 

Or...

 

Penalties... but instead of 5 shots before sudden death, it's 11, to make it more likely that you'll go through the whole team!

 

Or...

 

Penalties... but the team on the pitch can't get involved; only the unused substitutes can take them! (Yes, even the goalkeepers!)

I like the xG idea - post match phone ins would definitely move up a notch in quality
