This is definitely running on pc and looks like an ultra shiny version of fallout. Complete with NPC animation.

I hope Starfield is good, but they really shouldn't have opened with with that awful FPS bit. It all looks a little last gen too. Actually it all looks a little Fallout 4.

Ugh it literally is Fallout 4 with aliens. All that base building shite they're obsessed with.

Starfield doesn't really look all that and I'm not sure I'm confident in them learning from witcher3 for example.

 

It looks like a nice space fallout 4 but like a big mod or something. 

 

You never know with rpgs though of course but in that respect they've gone a bit off the rails one could argue.
